Neill was born on September 29, 1941 in Chicago, Illinois to Margaret and O’Neill Quinlan. He married Ellen Quinlan on January 3, 1970 and together they embarked on a 52-year journey, relocating over 25 times throughout Germany and the US bringing their three children along on many adventures. He retired from the Army as a Lieutenant Colonel in 1989 after 23 years of service to his country.
Neill loved being with friends and giving back to his community. He volunteered for decades with the Kiwanis Club. He championed projects both local and international through this organization and cooked endless meals with Ellen for local homeless shelters.
Beyond his volunteerism, Neill had the gift for gab. He was a dedicated friend and mentor. He took many people under his wing and shared his life experiences, world view and prodded thus to set goals and achieve those goals.
He was a loving ‘Opa’ to eight grandchildren. Quinn and Soren were blessed to have him for so much of their lives. Even as his mobility waned, he would uber out to family dinners and games to support his grandkids.
Neill was preceded in death by his wife, Ellen Quinlan and is survived by his children, Patrick Quinlan (his wife Kyla and their children, Huck, Poe, Ama, and Fae), daughter, Stefanie Tettero (her husband Bob and their children, Quinn and Soren) son, Marc Quinlan (his wife Molly and their children, Finley and Brooks) and sisters, MaryAnn Kendall (George), Marge and Kathy.
